essential book for anyone studying economics/public policy

I found this book by accident! And it saved my (academic) life, by giving me a clear, economics-grounded understanding of: -why markets fail -why governments fail too -what the alternatives are for correcting those failures (policy options) -how to do a cost/benefit analysis of the different policy options -how to structure a policy analysis -how to write it up and present it in a way that makes things happen.
Whether you work for an advocacy organization, a politician, a government agency, a corporation, or are simply interested in better understanding why governments intervene in the 'free market', this book will be a great help to you, too!

The best book available on policy analysis

This is the 5th edition of the authors' classic text on policy analysis. It is a challenging textbook and it helps to have some knowledge of microeconomics when working through a few of the early chapters. But it deftly combines the economic analysis of policy with time-tested guidelines on the more general practice of policy analysis. I use it every year in the policy analysis course I teach and the students always give it excellent reviews.

a well-organized introduction to policy studies

Weimer's "Policy Analysis -3rd edition" provides a well-organized, widely-covered, and easily-understandable introduction to policy analysis. Although we have to seek for other materials for an in-depth analysis of some topics, the book helps us start with Public Policy, Policy Analysis, and even economic policies. This is especially good for undergraduate level, since this provides how to study, investigate, and write policy paper.

About the Author

Laurie Ann Callihan, Ph.D. received her Bachelor of Science in Biology from San Diego Christian College in El Cajon, California. She received her Ph.D. in Science Education as a University Fellow at Florida State University. Her publications include REA’s CLEP® Biology with Online Exams and other REA titles and journal articles.

David Callihan earned a Bachelor of Science in Geophysics from San Diego Christian College in El Cajon, California. He teaches physical science and mathematics at Bishop Hall Charter School in Thomasville, Georgia. He began his teaching career at DeSoto Middle School in Arcadia, Florida, where he was recognized as the top-performing teacher based on AYP results.

This test prep focuses on what you need to know to succeed on the CLEP Natural Sciences exam, and will help you earn the college credit you deserve while reducing your tuition costs.

GETTING STARTED
There are many different ways to prepare for a CLEP exam. What’s best for you depends on how much time you have to study and how comfortable you are with the subject matter. To score your highest, you need a system that can be customized to fit you: your schedule, your learning style, and your current level of knowledge.

This book, and the online tools that come with it, allow you to create a personalized study plan through three simple steps: assessment of your knowledge, targeted review of exam content, and reinforcement in the areas where you need the most help.

Test Yourself and Get Feedback:Assess your strengths and weaknesses. The score report from your online diagnostic exam gives you a fast way to pinpoint what you already know and where you need to spend more time studying.

THE REA STUDY CENTER
The best way to personalize your study plan is to get feedback on what you know and what you don’t know. At the online REA Study Center, you can access two types of assessment: a diagnostic exam and full-length practice exams. Diagnostic Exam
Before you begin your review with the book, take the online diagnostic exam. Use your score report to help evaluate your overall understanding of the subject, so you can focus your study on the topics where you need the most review.

Full-Length Practice Exams
Our full-length practice tests give you the most complete picture of your strengths and weaknesses. After you’ve finished reviewing with the book, test what you’ve learned by taking the first of the two online practice exams. Review your score report, then go back and study any topics you missed. Take the second practice test to ensure you have mastered the material and are ready for test day.

If you’re studying and don’t have Internet access, you can take the printed tests in the book. These are the same practice tests offered at the REA Study Center, but without the added benefits of timed testing conditions and diagnostic score reports. Because the actual exam is Internet-based, we recommend you take at least one practice test online to simulate test-day conditions.

AN OVERVIEW OF THE EXAM
The CLEP Natural Sciences exam consists of approximately 120 multiple-choice questions, each with five possible answer choices, to be answered in 90 minutes.

The exam covers the material one would find in a freshman or sophomore general science survey course covering biology and physical science. It is meant for students who are non-science majors. The exam stresses basic facts and principles, as well as general theoretical approaches used by scientists.

The approximate breakdown of topics is as follows:

50% Biological Science

10% Origin and evolution of life, classification of organisms

10% Cell organization, cell division, chemical nature of the gene, bioenergetics, biosynthesis

20% Structure, function, and development in organisms; patterns of heredity

10% Concepts of population biology with emphasis on ecology

4% Electricity and magnetism, waves, light, and sound

Very good for what it is, but quite different from its title

The phrase "advanced introduction" is at least borderline oxymoronic. But even ignoring that difficulty, it seems a bad description for this book. This is a very inadequate introduction to comparative constitutional law. It is a very good discussion of selected contemporary issues in comparative constitutional law, as seen from an American point of view.

An advanced introduction doesn't have to be a contradiction in terms if, say, it's an introduction targeted to an audience with an advanced background in some other area. For example, there are lots of "introductions" to fields of physics written for mathematicians. To its credit, the present book avoids some of the pitfalls of those efforts in the sciences. While even a professional physicist might have a hard time adapting to a mathematician's point of view, the present book could in principle be read by any interested student or other reader who's taken a course in Constitutional law at a US law school. What makes it "advanced" is that it focuses on a narrow set of sophisticated issues relating to comparative constitutional law. But that narrow focus is exactly what makes it a poor introduction to the field.

The book has five chapters, as follows:

1. Introduction: comparative constitutional law -- history and contours (ca. 8 pages)
2. Constitution-making (ca. 30 pages)
3. The structures of constitutional review and some implications for substantive constitutional law (ca. 30 pages)
4. The structure of rights analysis: proportionality, rules and international law (ca. 24 pages, of which roughly 2 address international law)
5. The structure of government (ca. 20 pages)
6. Conclusion (ca. 7 pages).

Chapter 4 illustrates the problem well. A reader looking for an introduction to the field of comparative constitutional law might want to hear a little about how different countries think about freedom of religion, speech, the right to life, due process, minority rights, and other substantive rights. And very reasonably so: the Oxford Handbook of Comparative Constitutional Law has nine chapters devoted to distinct categories of substantive rights, and the Routledge Handbook of Constitutional Law, edited by the present book's author (MT) has 17, so that sort of discussion certainly seems very pertinent to the field. Here though the reader is served an abstract discussion of different approaches courts take in analyzing infringements of rights. If you already know enough about constitutional law to visualize how to apply what MT is talking about, it's plausible and engaging. But not introductory, and in fact not even very comparative: most examples are drawn from US Supreme Court jurisprudence. This is a lost opportunity. Proportionality, in particular, features prominently in Israeli and German jurisprudence, but we're not given any concrete examples from those jurisdictions.

Similarly, a student interested in "structures of government" might expect some comparison of parliamentary vs. presidential vs. semi-presidential systems -- but no such luck here. Important issues foreign to the US system, such as the responsibility of governments and methods for their dissolution, are totally absent. Oddly enough, so too are some issues no less relevant to America than elsewhere, such as federalism, the functions of legislatures, and the powers of heads of state. Also ignored are many other recently fashionable issues in comparative constitutional law, including state of emergency, constitutional identity, and economic issues. As is typical of American legal scholarship, there is a tendency to project local concerns as universal. Consequently the book's emphasis is on what courts do, taking for granted that the reader comes from a jurisdiction where stare decisis is a fundamental norm.

More affirmatively, within its limitations the quality of what the book does discuss is high. Based on my personal interests, I found the discussions of constituent power (Chap. 2), forms of constitutional review (Chap. 3) and the obsolescence of the tripartite picture of government (Chap. 5) particularly useful, and there's a nice succinct explanation of organic laws (@33) that will help me be a little clearer about this topic in my lectures. I'd be tempted to give it closer to 5 stars despite its not living up to its title (for which the publisher, who conceived of the "advanced introduction" series, must share some blame), except that it's simply too American in its outlook, and entirely monolingual in its references. There's room for improvement on the production side too, since the cover of my copy is separating from the pages at both the front and the back, even though I'm pretty careful when handling my books. Bottom line: best if you already have some background in comparative constitutional law and want MT's interesting take on several current topics.
